The cord should have been completely dried up way before 1 month. I suggest that you see your pediatrician about this... just to ensure that there are not any serious problems that should be dealt with.

Usually baby's navel takes about 2-3 weeks to completely dry up. My baby's cord took 1 month to dry up. However as in your case, I suggest it is advisable to seek advice from your pediatrician the soonest possible.
