Holds his head to one side

My 18 month old suddenly holds his head to one side when he just starts to walk. He never used to do this and it is really beginning to worry us. He does the same thing when he turns around in a circle.

Once he begins walking, he holds his head up straight. I'm concerned that this may be a developmental problem or something more serious. Words of advise would be great, since to see a pediatrician in our city takes 3-4 months on the waiting list...
